Artist Jonas Staal quotes a Dutch publication (cited below) that states one of the things art and culture are for:
Art and culture make you think, shake up the obvious, put things in perspective and spread confusion. They provide creativity in our knowledge economy. Art and culture build bridges (bridging). In our diversified society, it is important that people come together and get to know each other. Art provides a platform to do so. Enjoying art and culture can be a source of pride, provide the feeling of belonging to something, and an awareness of identity (bonding).
(Quoted from page 57 of PostPropaganda, by Jonas Staal. The Netherlands Foundation for Visual Arts, Design and Architecture, 2010. The original source of the quotation is the article, “Kunst maakt het leven mooier en kan mensen bij elkaar brengen,’ by John Leerdam, Jet Bussemaker and Hester Tammes, published in de Volkskrant, Novermber 8, 2005.)
